Mona Ferrell<\/p>\n<p>U.S. Air Forces in Europe Public Affairs<\/p>\n<p>RAMSTEIN AIR BASE, Germany<br \/>\n\u2014 A decrease in recruiting rather than<br \/>\nforced reductions is the right way to<br \/>\nreduce manning, said Air Force Chief<br \/>\nof Staff Gen. John P. Jumper.<\/p>\n<p>Throughout this process, ensuring<br \/>\nAmerica\u2019s Airmen know they are<br \/>\nappreciated is a No. 1 priority, he said<br \/>\nduring a recent visit here.<\/p>\n<p>\u201cRetention and recruiting for the Air<br \/>\nForce throughout this crisis over the last<br \/>\nthree years has remained superb,\u201d the<br \/>\ngeneral said. \u201cEven after stop-loss was<br \/>\nlifted, people feared that Airmen would<br \/>\nbe leaving the Air Force in great<br \/>\nnumbers, especially in the Guard and<br \/>\nReserve; it just didn\u2019t happen.<\/p>\n<p>\u201cAnd so we find ourselves in a<br \/>\nposition where we have 20,000 people<br \/>\nmore than we should have by law,\u201d he<br \/>\nsaid. \u201cI want to try and deal with it<br \/>\nwithout any forced reductions in the<br \/>\nforce. I don\u2019t want anybody to be forced<br \/>\nto leave (who) doesn\u2019t want to. The<br \/>\nSecretary of the Air Force (Dr. James<br \/>\nG.
